Welcome to the Clinch-Powell Resource Conservation and Development (RC&D) Council. Clinch-Powell RC&D is a rural community development organization serving Claiborne, Grainger, Hancock, Hawkins, Union, Hamblen, & Jefferson counties. Our mission is to serve the needs of our communities, to protect our environment, and to enhance the quality of life of the people of the area through leadership, education, volunteerism, and action. Clinch-Powell RC&D has been actively working in our community for almost 25 years. We help students in our area by providing service-learning experiences through our Appalachia CARES program, part of the national AmeriCorps program. We have played a leading role in regional heritage and tourism efforts, and we have fostered programs design to develop leadership skills in local residents.
